Oleksii Pavlov
Oleksii Pavlov is a Deputy Construction Activity Manager in the USAID Governance and Local Accountability (HOVERLA) Activity.
He is a construction management specialist and engineering consultant based in Kyiv, Ukraine, with over 13 years of experience in project management, engineering design, and risk management. His vast expertise also covers technical due diligence, energy efficiency, and strategic planning.
He has served as a Lead Technical Consultant and Project Manager at Bilfinger Tebodin Ukraine, engaging in client communication, technical research, and the implementation of innovative engineering solutions.
Pavlov has successfully managed projects in various sectors, including logistics, life sciences, and renewable energy, with a focus on environmental sustainability and efficiency.
He is well-versed in construction regulations and is also certified as a Renewable Energy Project Developer, underlining his proven capability in managing energy-related projects.
He has worked under the following several GIZ projects: on preparation of social infrastructure projects for 15 municipalities from the administrative regions (oblasts) of Kharkiv, Dnipro, and Zaporizhzhia (2017-2018); and providing planning services including preparation and technical support for the implementation of up to 10 building renovation projects in the areas of health and social services (2021).
In 2018-2020, he provided a full scope of design and engineering support services at the corn seeds production facility in Ukraine’s Zhytomyr region.
Meanwhile, under the USAID Economic Resilience Activity, Pavlov performed engineering and environmental management services for the internal A&E team and project subcontractors, including assessment, project planning, development, and drafting of the UERA construction plan, quality assurance/control plans for USAID, and general engineering support.
In the academic domain, Pavlov holds a master’s degree in Energy-Saving and Energy Management and a bachelor’s degree in Electrical Engineering from the National Technical University of Ukraine “Kyiv Polytechnic Institute,” while he is fluent in Ukrainian, Russian, and English.
