Project Description:
PMCG is working on an ex-post regulatory impact assessment (RIA) to increase the efficiency and transparency of public institutions in Georgia under a German Society for International Cooperation (GIZ) project.
The general goal of this project is to increase the efficiency and transparency of public institutions. The Public Internal Financial Control (PIFC) system aims to ensure that government funds, or taxpayers’ money, are being spent efficiently. In Georgia, the PIFC system has been reformed through the years but despite efforts being taken to improve the system, challenges remain.
The aim of ex-post RIA is to improve the efficiency of the PIFC system by identifying its problems and developing possible regulatory and non-regulatory policy alternatives. The project also aims to increase the capacity of the MoF staff in implementing RIAs through training and mentoring.
In order to reach its goals, PMCG will undertake the following activities:
- Conducting four thematic trainings for the RIA drafting team throughout the RIA process;
- Supporting in consideration of the 2030 Agenda requirements;
- Developing possible regulatory and non-regulatory alternatives of solving problems, using quantitative and qualitative analysis together with the MoF;
- Supporting the RIA team in stakeholder consultations, including ministries of Georgia and legal entities of public law (LEPLs), parliamentary committees, CSOs and others.
- Monitoring the outcomes of the consultations reflected in relevant chapters of the RIA report;
- Supporting the RIA team in data collection and evaluation; and
- Considering the options identified by the MoF, and supporting their environmental, economic, and social impact assessment and comparative analysis.
