Subsector and Value Chain Assessments to Enhance Georgian SMEs’ Exports to EU Markets

PMCG and ISET Policy Institute (ISET-PI) are conducting subsector and value chain assessments under the Inclusive Access to Markets (IA2M) project, which is funded by the European Union (EU) and the United Nations Development Programme Georgia (UNDP Georgia), in partnership with the Estonian Centre for International Development, and in collaboration with the Ministry of Economy and Sustainable Development of Georgia and Enterprise Georgia.
In particular, they will analyze the competitiveness of the following subsectors/value chains (with a specific focus on SMEs):
- Beverage manufacturing;
- Telecommunications, computer, and information services;
- Apparel manufacturing;
- Packaging;
- Pet food and furniture; and
- Toy manufacturing.
Moreover, to assess the potential of these subsectors/value chains in terms of growth and diagnose challenges and opportunities related to exporting products to markets in EU member states and other European countries, PMCG will:
- Develop a comprehensive list of obstacles and possible advantages identified during the analysis and then formulate specific measures to address them; and
- Validate findings and recommendations with the IA2M project team, Enterprise Georgia, and relevant subsector/value chain stakeholders in Georgia.
To achieve the project’s goals, the PMCG project team will use both quantitative and qualitative analysis to make the following contributions:
- Develop a methodology and workplan;
- Devise indicators to inform the selection of subsectors/value chains;
- Select subsectors/value chains for analysis;
- Assess the elected subsectors/value chains;
- Organize a validation workshop;
- Compose a draft analytical report;
- Present findings of its analysis; and
- Prepare the final analytical report.
