PMCG – Policy and Management Consulting Group is providing business advisory services in the course of the USAID Financial Innovation Program. Notably, the primary aim of the Program is to enhance the capacity of Georgian enterprises to obtain risk capital and innovative financial products and services. 

The Program focuses heavily, but not exclusively, on expanding access to finance for startups and SMEs with high potential for employment generation. It also puts an emphasis on non-traditional finance providers. Furthermore, it envisions the establishment of a catalytic, blended finance investment mobilization platform to de-risk and leverage innovation and risk taking.

Under the Program, which seeks to mobilize US$325 million in financing for SMEs and startups by February 2028, PMCG is assisting such enterprises operating in Georgia with business advisory services to ease their access to finance and investment. 

More specifically, PMCG is engaging in the following activities: 

  • Building a pipeline of financing deals by identifying and engaging with eligible enterprises; and
  • Delivering business advisory services to selected enterprises, leading to the successful closure of financing transactions. Such services are anticipated to include those that will help enterprises to secure financing from prospective investors and/or financial institutions.

Meanwhile, financial facilitation support from PMCG may include: 

  • Arranging financing for selected enterprises via the provision of financial advisory services to identify the financing needs of client enterprises, and recommending the type(s) of financial instrument(s) and sources of financing best suited for individual enterprises;
  • Assisting client enterprises in the preparation of financial statements, business plans, corporate presentations, and other paperwork required to obtain financing;
  • Advising client enterprises on financing terms typical for various types of financing as well as assisting them in negotiations with finance providers; 
  • Helping client enterprises to ensure compliance with financial institutions’ due diligence requirements;
  • Linking client enterprises to venture capital, private equity, and other risk capital investors; 
  • Supporting client enterprises in investors’ due diligence processes; and 
  • Educating client enterprises on the principles of equity investment valuation and on the equity investment process in general, providing support in negotiations or other services required to ensure that the client enterprise is “investor ready”.
