Supporting Batumi, Akhaltsikhe and Kutaisi Municipalities to Establish and Implement Quality Management Systems (QMS) Based on ISO 9001:2015 Standard Requirements

Project Description:

PMCG, as part of the consortium led by Tetra Tech ARD, in the USAID-funded Good Governance Initiative (GGI), is providing support to Batumi and Akhaltsikhe municipalities to establish and implement Quality Management Systems (QMS) based on ISO 9001:2015 standard requirements. It is also assisting Kutaisi municipality to improve its existing systems and standards.

Specifically, the PMCG team will perform the following activities:

• Prepare an analysis and assessment of the best practices and experience of Kutaisi City Municipality in establishing and implementing its Quality Management System based on ISO 9001:2015 standard requirements
• Based on the above analysis and assessment, provide recommendations and prepare an Action Plan for the city of Kutaisi on areas where further improvements to the QMS would be desirable in order to maintain the city’s current ISO certification
• Together with Kutaisi City Municipality representatives, provide a detailed presentation on the leadership and Working Group members in both Batumi and Akhaltsikhe on:

• • The purpose and structure of Quality Management Systems (QMS)
  • ISO standards
  • ISO 9001:2015 specific requirements for quality management
  • ISO 18091:2014 guidelines
  • Best practices and experience of Kutaisi City Municipality

• Through close cooperation and engagement with each working group from each municipality, develop a situational analysis of existing Quality Management System elements (if any) in order to identify organizational gaps to be addressed to meet ISO 9001:2015 specific requirements for quality management
• Through close engagement and cooperation with each working group, develop an Action Plan to implement QMS based on ISO 9001:2015 standard requirements
• Provide training and awareness to the relevant staff of Batumi and Akhaltsikhe municipalities on the ISO 9001:2015 standard requirements

Background information:

USAID has awarded Tetra Tech ARD with a 5-year contract under the Office of Democracy and Governance, whose purpose is to support the Government of Georgia in strengthening overall transparency, accountability and effectiveness of selected governance and service delivery systems. GGI’s work targets the legislative and executive branches at both the central and local government levels. To ensure greater government accountability, GGI works with government and civil society representatives to enhance public participation and disseminate public information about key reforms. This activity addresses the Governing Justly and Democratically Objective of U.S. Government Foreign Assistance, and especially the promotion of well-governed states and civil society areas.

The objectives of GGI are to improve administrative and financial management of public institutions at all levels, to increase civic engagement and improved access to independent, reliable and balanced information relevant to Georgia’s good governance, to strengthen policy development and lawmaking processes and to strengthen institutional oversight of government.
