Project Description:

 

The objective of this project was to improve the M&E, strategic planning and public policy analysis capacity of senior managers of the Government of Autonomous Republic of Adjara (GoARA); this assistance aimed to support institutionalization of M&E and strategic planning functions and improvement of performance of public services delivery.

PMCG experts in close cooperation with the GoARA, including GoARA’s chairman’s administration, GoARA’s four line ministries and sub-agencies (Department of Tourism and Resorts, Department of Roads and Melioration, Department of Environment and Natural Resources, Department of Archives) delivered training modules in (1) public policy analysis; (2) strategic planning – results based management; and (3) monitoring and evaluation linked to the strategic plan.

Senior managers of GoARA institutions participated in the training sessions.

PMCG provided the following services:

  • Designed and developed training module in public policy analysis using a participatory learning approach
  • Delivered two sessions of three-day training module in public policy analysis for 20 participants
  • Designed and developed training modules in strategic planning and M&E
  • Delivered two sessions of five-day training module in strategic planning and M&E

Background information:

 

The USAID Good Governance in Georgia (G3) Program was tasked with improving transparency, accountability and institutional efficiency at all levels of government in providing better services to citizens, as well as improving communication channels between GoG institutions, stakeholders, civil society and citizens of Georgia.

The overarching goal of the G3 was to address challenges facing governance at the local and national levels as well as to promote broader citizen engagement with their elected officials, the media, civil society, and the members of political parties through establishment and maintenance of Centers for Civic Engagement (CCEs) throughout Georgia.
