Improving Program-Based Budgeting and Budget Investment Planning

On March 23-24, PMCG, along with the Ministry of Finance of the Kyrgyz Republic, conducted a two-day workshop in Bishkek for pilot local self-governments (LSGs).

The purpose of the workshop was to inform representatives of the pilot LSGs about the development of new normative legal acts and regulations on the formation, consideration, and execution of socio-economic development programs for budgeting and program-based budgeting purposes at the local level. It also aimed to train representatives of LSGs on the practical application of the new regulations.

“We are very happy to be part of this event and would like to express our huge gratitude towards the organizers of this workshop and for selecting us for this pilot project. We will try to use the information we are getting today about program-based budgeting and share our knowledge and experience with other LSGs. The most important goal of each local parliamentarian and the staff of local parliaments is to work to further develop and constantly increase local budgets. We believe that with this seminar and all the knowledge obtained, we will be able to perform higher quality work to achieve this goal,“ said Abdyldaeva Zhyldyz Kylychbekovna, chairman of the budget commission of the aiyl kenesh (local parliament) of the village of Belovodsk in Moskva district.

The workshop was part of a program-based budgeting (PBB) practical assistance and coaching workshop series for LSGs, within the “Improving Program-Based Budgeting and Budget Investment Planning, including Improvements in Sectoral Spending Planning” project, funded by the Multi-Donor Trust Fund and implemented by PMCG.
