Improving Program-based Budgeting in the Kyrgyz Republic
On November 17, we conducted a program-based budgeting (PBB) training event with the Ministry of Finance of the Kyrgyz Republic under the Multi-Donor Trust Fund funded project entitled “Improving Program-Based Budgeting and Budget Investment Planning, including Improvements in Sectoral Spending Planning.”
The conference focused on familiarizing participants with the development trends of PBB in Western countries, PBB implementation in the KR using examples of pilot chief controllers of budget funds (CCBFs), and discussed the achievements and challenges faced by the KR in the PBB introduction.
The event gathered high-ranking officials of CCBFs and members of parliament of the KR, while international speakers and experts of our team participated virtually.
Aidai Amanbekovna Raimbaeva, Head of Financial and Economic Department of the Ministry of Health gave the following feedback on the conference:
“This is not the first year we have been working with program-based budgeting, and it was very interesting to learn about the experiences of other countries and how they form PBB. We appear to be moving in the right direction. By analyzing global experiences, we were able to see more clearly our problems and possible solutions.We are grateful to PMCG for organizing such a useful workshop. I am sure that we will be able to use the knowledge and materials received here in our day-to-day work. We are also grateful to PMCG’s consultants for helping us to improve our ministry’s PBB. Our budget has become more focused and we now know how to further improve our program structure and performance indicators.”
