Boosting Budget Predictability in Kyrgyzstan by Improving Fiscal Risk Documents
On January 28-29, we conducted a working meeting with 30 representatives of the different structural units of the Ministry of Finance (MoF) of the Kyrgyz Republic on fiscal risk documents, with a focus on discussing both theoretical and practical approaches as well as tools related to fiscal risk.
During the meeting, we introduced guidance documents and clarified key points, conducted a survey of participants regarding the structure and content of the documents, and overviewed statistical/econometric methods required for reporting. In addition, we also discussed macroeconomic risks, expenditure planning vs. expenditure forecasting, and income forecasting, as well as discussing specific fiscal risks, state enterprises, government lending, and contingent liabilities including litigation, before also reviewing tax revenue forecasting capabilities.
This working meeting was conducted in the course of the project “Improving Program-Based Budgeting (PBB) and Budget Investment Planning, Including Improvements in Sectoral Expenditure Planning,” which is funded by the Multi-Donor Trust Fund and is being implemented by PMCG.
