Facilitating Decentralization and Good Governance at the Municipal Level in Georgia

We are working with the Ministry of Regional Development and Infrastructure of Georgia (MRDI) to enhance the capabilities of local self-governments and to develop a legal basis for inter-municipal cooperation.

The main objective of this project is to provide assistance to the Ministry to create a legal basis for existing, as well as new, models of inter-municipal cooperation, to define key operational procedures, and to identify legislative or practical obstacles hampering inter-municipal cooperation. This will contribute to the transfer of new functions and finances to local self-governments and to the improvement of local capabilities in terms of service delivery.

With this in mind, PMCG will draft legislative initiatives, sample regulations and agreements for inter-municipal cooperation and prepare a legal analysis of procedures regulating the joint procurement of goods and services by the municipalities.

“Given the current local self-governance reform and decentralization strategy of the Government of Georgia, it is vital that municipalities cooperate. This will allow them to improve their services and to solve problems effectively,” said Kakha Gurgenidze, Consultant at PMCG.

The project is being implemented by PMCG, as part of a consortium led by Tetra Tech ARD, under the USAID-funded Good Governance Initiative (GGI).
