Mr. Chelidze is distinguished as a high level professional, having accumulated sound experience during the 17 years of working on tax policy issues, macroeconomic policy framework and financial statistics, budget planning and tax revenue forecast in transitional countries.
He is an author of the number of successful reforms in the fields of economy, statistics and public administration. While occupying the position of Executive Director and Chairman of the Board at National Statistics Office of Georgia he has managed to form the office as an independent state institution, improved the system and developed international standards and methodology.
As a Deputy Minister at the Ministry of Finance of Georgia he has implemented the projects having crucial importance for creating business enabling environment. He has prepared Double Tax Avoidance treaties with several countries, designed macroeconomic policy framework and introduced international standards for tax legislation and tax revenue forecast.
Occupying Deputy Minister and Chief Adviser position at the Ministry of Economic Development of Georgia, he has contributed in deregulation and trade liberalization reforms. He supervised Technical Regulatory Bodies, Anti-monopoly Agency and departments of statistics and economic policy.
Mr. Chelidze holds Master’s Degree in Public Finance from the National Graduate Institute for Policy Studies (GRIPS), Tokyo, Japan with tax policy and tax legislation direction. He fluently speaks English and Russian languages.
