Policy and Management Consulting Group (PMCG) is looking for a Chief of Party (CoP) for an anticipated USAID South Caucasus Regional Tourism Program. The purpose of the USAID/Caucasus Regional Tourism Program is to build durable regional cooperation among Armenia, Azerbaijan, and Georgia, based on market drivers and shared economic interests in the tourism sector, thereby contributing to cohesion and peace in the South Caucasus.In order to achieve its purpose, this program is expected to address two objectives: 1) Consistent engagement among a broad range of tourism-related stakeholders in the South Caucasus fostered; 2) Tangible economic benefits realized from regional tourism development initiatives.
The Chief of Party (COP) provides leadership and technical direction for the project and serves as the primary liaison with USAID on management and technical matters.
Responsibilities
- Provide technical direction, leadership, and oversight of all programmatic and administrative matters
- Oversee strategic, managerial, and technical decisions, identify and mitigate project risks, and suggest necessary adjustments
- Serve as the main liaison with USAID and ensure adherence to USAID regulation, contract requirements and PMCG’s policies
- Navigate the relationship between the three countries and consider sensitivity of the situation to promote cooperation between stakeholders
- Develop and implement the program annual work plans for project activities
- Supervise the development and submission of project deliverables and provide timely and accurate reporting and briefings to USAID and relevant stakeholders on all program areas
- Other duties as assigned.
Qualifications:
- Advanced degree in a directly related field
- Extensive experience leading international donor-supported programs of similar size, complexity and scope
- Experience in South Caucasus preferred
- Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting
- Demonstrated ability to engage in multi-stakeholder dialogue, including sustaining partnerships and strong working relationships with donors, host country government counterparts, civil society, and the private sector
- Understanding of how to manage programs in fluid political or conflict-affected environments, preferably in complex, multi-country activities
- Flexibility to manage potential changes in program objectives and shifting political contingencies
- Proficiency in written and spoke English is required
