Project Description:

 

PMCG is working with the Ministry of Infrastructure and Regional Development of Georgia (MRDI) to develop a mid-term (8-10 year) strategy of decentralization and good governance at the local level, as part of a consortium led by Tetra Tech ARD, within the USAID-funded Good Governance Initiative (GGI).

The project targets the following three main issues: broadening the scope of delegated local self-government powers and responsibilities including removing legal and institutional obstacles; providing adequate financing to local self-governments; and ensuring the highest standards of good governance by local self-governments.

In order to reach its objectives, the project team is developing a concept document describing the results of a strategic review of service delivery functions and good governance standards of local self-governments in Georgia. It also provides guidelines regarding the following:

  • How to delegate and/or transfer new services to local self-governments (LSGs), including identifying the criteria that LSGs need to fulfill to be authorized to deliver a service
  • How to ensure quality monitoring/assurance mechanisms for effective delivery of existing and new services, including specific standards and indicators
  • How to ensure efficiency, transparency and accountability at two levels: external (with optimal citizen involvement in decision making and service delivery); and internal (developing/adjusting current management systems related to service delivery)
  • The writing of a report covering the implications of decentralization (service, funds, etc.) from economic, social and gender perspectives.


It is expected that the project will positively contribute to the achievement of the highest service delivery standards with regard to municipal and delegated responsibilities, and to the elaboration of an adequate financial system aimed at ensuring good governance principles.
